The 2026 provincial tax picture
Federal rules apply everywhere, but the provincial layer on top varies enough to change how a business plans. Alberta charges no provincial sales tax and no payroll or health tax, combining with the federal rate for roughly an 11% small-business rate and 23% general rate. British Columbia adds a 7% Provincial Sales Tax and an Employer Health Tax on top of GST, for a combined 11% small-business rate and 27% general rate. Ontario folds GST and PST into one 13% Harmonized Sales Tax, applies its own Employer Health Tax above a $1,000,000 exempt payroll, and cuts its small-business rate from 3.2% to 2.2% effective July 1, 2026 while its small-business limit stays at $500,000, matching the federal one.
